The likes of Manchester United, Newcastle and Juventus are reported to be eyeing the 28-year-old, but reports the interested parties will have to promise him playing time before he would be willing to accept an offer. Juve could have the better chance of landing him, then, as they are in need of a midfielder due to the long-term suspensions of Nicolo Fagioli and Paul Pogba, whereas Newcastle are relying on Joelinton and Bruno Guimaraes to fill in for Sandro Tonali's absence.
Juventus are said to have opened talks to sign Phillips already. The Serie A side are open to signing him on loan until the end of the season, though the main stumbling block may be the clause to sign him on a permanent basis in the summer window.
Having come off the bench during City's Club World Cup semi-final win against Urawa Reds this week, Phillips may be given another run out when City face Fluminense in the final of the competition on Friday before he begins negotiations over a January move.
